Or anyone whose knowledge of her whereabouts she can't help, but that's still dangerous. Just something that she couldn't help for the longest time. "I haven't known you for very long, and I can't enforce your loyalty." At least she's fairly sure that he can't be blood bonded, and she very much wouldn't want to, either.
