Hajime doesn't appear to be paying much attention to anything that isn't on the other end of his viewfinder, but that is a lie. He's very aware of everything that's going on in the area, and so he does not immediately confront Makoto when he's staring. He tries to make it look casual, as though he has suddenly noticed after a minute or two. "...do you need something?"
